Support per-package bashrc files.
Support loading per-package bashrc files from the /etc/portage/env
directory. The invidual files should reside in a directory matching
${CATEGORY}, with names matching ${PN}, ${PN}:${SLOT}, ${P} and/or ${PF}
(which are applied in that order).
