Subject: Disable the "QA Notice: Pre-stripped files" message when RESTRICT
 contains "strip" or "binchecks". This is needed at least for the glibc ebuild
 since it calls prepallstrip directly, resulting in it being called twice.
 Thanks to loki_val for reporting.
