Metadata: Clean up FAM monitoring cruft
Removed code that supported an unused watch_clients option that
permitted locally disabling FAM monitoring for Metadata; and ensured
that XIncludes from clients.xml/groups.xml were always monitored
(fixed in 5b66845).
