AWSTags cannot know whether the tags change, so it cannot expire the
metadata cache correctly. Instead we have to expire the cache at
beginning of each client run. This practically disables agressive
client metadata caching, so we print a warning.

This removes most blanket except: clauses from all plugins, including
the base plugin libraries, and bcfg2-lint. The few that remain should
all be necessary.
Most of the changes were quite minor, but this did require some
restructuring of the CfgPrivateKeyCreator; as a result, the tests for
that module were rewritten.

AWSTags allows querying tags from EC2, and setting groups based on the
tag names or values.
